Grind the Oreos into fine crumbs in a food processor or blender. In a medium bowl, combine the cookie crumbs and melted butter. Firmly press the buttery crumbs into the bottom of a 9 x 13 pan. Chill in the freezer while you prepare the next layer.
In a large mixing bowl, beat the cream cheese, peanut butter, and powdered sugar until fluffy. Fold in the Cool Whip until completely combined. Fold in the chocolate chips. Spread the peanut butter mixture over the Oreo cookie crust. Chill in the fridge or freezer.
In a medium bowl, whisk the pudding mix and milk together for 2 minutes. Let it sit for 5 minutes. Dollop the chocolate pudding over the peanut butter layer and carefully spread it in an even layer.
Spread the Cool Whip over the chocolate pudding layer. Cover and chill for at least 4 hours or overnight.
Before serving, top with crushed Oreos, peanut butter chips, and chocolate chips.
Notes
Grind the Oreos into fine crumbs -- it's the best way to get a compact crust that will stay together.
For easier spreading, chill the dessert in the fridge or freezer after each step.
Chill the assembled dessert at least 4 hours up to overnight to allow the layers to set and firm up.
